Notice from the General Office of the National Energy Administration on Further Strengthening the Safety of Electric Power Construction Projects
Energy bureaus of various provinces (autonomous regions, municipalities), relevant development and reform commissions of the provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps, departments in charge of industry and information technology, Beijing Municipal Commission of Urban Management, all dispatched agencies, China Electric Power Construction Enterprise Association, and member units of the National Electric Power Safety Committee:

Energy bureaus of all provinces (autonomous regions, municipalities), relevant provincial (autonomous region, municipality) and Xinjiang Production and Construction Corps Development and Reform Commissions, industrial and information authorities, Beijing Urban Management Commission, all dispatched agencies, China Electric Power Construction Enterprise Association, and all member units of the National Electric Power Safety Committee:
Since the beginning of this year, there have been a total of 15 personal injury and fatal accidents in the field of electric power construction, resulting in 21 deaths, an increase of 4 accidents and 5 deaths compared to the same period last year. The safety production situation is quite severe, especially on September 5, when a major personal injury accident occurred at the Qiaocheng Wind Farm Phase I of Anhui Bozhou Xinxu New Energy Co., Ltd., a subsidiary of China National Nuclear Corporation, resulting in 5 deaths and 1 injury, with heavy losses and a serious impact. In order to deeply learn from the lessons of the accident and effectively implement the requirements of the "Suggestions on Further Strengthening Safety Production Work in Construction" (Safety Committee Office Letter [2024] No. 115), further improve the safety level of electric power construction projects, and effectively prevent and curb the occurrence of various accidents, the following requirements are hereby notified.
1. Consolidate the main responsibility of enterprises
All electric power enterprises must deeply study and implement General Secretary Xi Jinping's important instructions on safety production, adhere to the principle of putting people and life first, resolutely overcome complacency and negligence, firmly establish the concept of safe development, and continuously improve the safety production responsibility system; the main responsible person of the enterprise must earnestly fulfill the responsibilities of the first person responsible for safety production, personally study and deploy safety production work, personally supervise and inspect the implementation of safety management requirements, and personally coordinate and solve prominent issues such as common and typical problems; other responsible persons and management personnel at all levels must strictly fulfill their job responsibilities, formulate and implement effective measures, close safety management loopholes, and improve the intrinsic safety level.
2. Strengthen access management
Construction units must implement electric power construction project bidding management in accordance with national regulations, and general contracting units and construction units are strictly prohibited from undertaking projects beyond their qualifications and business scope; special operation personnel must hold valid certificates to work, and other operation personnel must pass safety education and training before they can work, effectively preventing unqualified enterprises and personnel from entering the construction site.
3. Strengthen construction site management
All electric power enterprises must strictly follow the basic construction rules of "investigation first, design second, and construction last", strictly implement construction drawings and construction plans, and are strictly prohibited from arbitrarily compressing reasonable construction periods and costs; they must strengthen safety management of high-risk sub-projects such as tunnels, chambers, lifting machinery, deep foundations, scaffolding, and high-support forms, and resolutely crack down on behaviors that do not follow design and construction plans; they must strengthen management of confined space operations and resolutely prevent accidents caused by blind rescues that lead to increased casualties.
4. Strengthen subcontracting safety management
All electric power enterprises must strictly review the qualifications, capabilities, and historical performance of subcontracting teams, incorporate subcontracting teams into their safety management system, and implement unified management and assessment; they must strengthen safety education and training for subcontractors, enhance the safety awareness and professional skills of subcontracting personnel; they must strengthen management of subcontracting operations, using information technology to comprehensively grasp the implementation of safety production regulations by subcontracting teams.
5. Increase safety supervision efforts
All dispatched agencies and local electric power management departments at all levels must increase safety supervision efforts, carefully sort out and analyze the prominent issues exposed in safety production accidents, and take graded and classified supervision measures for key projects and "small, scattered, and remote" projects based on actual conditions to enhance the targeted nature of supervision; they must increase the investigation and handling of accidents, and in accordance with regulations, include responsible personnel in the list of bad credit records for safety production in the energy sector and the list of seriously untrustworthy entities, raising the cost of violations; they must deeply promote the three-year action to tackle the root causes of safety production issues, effectively supervise and guide all participating units to standardize the process of identifying hidden dangers of accidents and improve the quality of identification and rectification; they must use methods such as "more notifications, more supervision letters, and more undercover visits" to regularly conduct supervision and inspection of electric power construction projects within their jurisdiction, extending to the grassroots units and construction sites with the most prominent risks and weakest foundations, and promptly notify, expose, and strictly hold accountable participating units that fail to promote work effectively or rectify major hidden dangers.
